Himachal Pradesh cabinet approves NDPS rules amendment for regulated medicinal cannabis cultivation
On 20 June 2026 the Himachal Pradesh cabinet, chaired by Chief Minister Sukhvinder Singh Sukhu, approved amendments to the state's Narcotic Drugs and Psychotropic Substances Rules 1989, establishing a framework for the regulated cultivation, processing, storage and transport of cannabis for medical and scientific purposes. Announcing the decision, Revenue Minister Jagat Singh Negi said industrial hemp and medicinal cannabis would be tightly regulated and described the move as an "important and visionary decision" intended to raise farmer incomes and to supply the textile, cosmetic and pharmaceutical sectors. Negi said medicinal cultivation would follow a licensed model comparable to opium production in Rajasthan and Madhya Pradesh, with a limited number of licences issued initially, and that industrial hemp would be grown for fibre and seed. Reported by ANI; regulatory detail corroborated by LawStreet.
