Himachal Pradesh notifies rules enabling licensed cannabis cultivation for medicinal and industrial use

Outlook India reported on 27 August 2026 that Himachal Pradesh had notified the Himachal Pradesh Narcotic Drugs and Psychotropic Substances (Amendment) Rules, 2026, described as an enabling provision to license the cultivation, processing, storage, transport and manufacture of cannabis for medicinal, scientific and hemp industrial purposes, under section 10 of the central Narcotic Drugs and Psychotropic Substances Act, 1985. The revenue minister, Jagat Singh Negi, was reported saying licences would go to applicants drawn from farmers, registered societies, small and medium enterprises, companies, research institutions and pharmaceutical companies after scrutiny, that only low THC varieties would be approved and that the government had still to identify permitted areas and fix terms and conditions. Chief Minister Sukhvinder Singh Sukhu was quoted describing the framework as selective licensed cultivation in some areas, excluding recreational cultivation and sale. The director general of police, Ashok Tewari, was quoted describing a posture of facilitating licensed cultivation while maintaining enforcement against unauthorised cultivation and trafficking.
