North Sumatra (Sumatera Utara, commonly Sumut) is a province of Indonesia on the island of Sumatra, with its capital at Medan. It stretches from the Malacca Strait coast across the Bukit Barisan range to the Indian Ocean and encloses the Lake Toba caldera in its highland interior.

In the cannabis record North Sumatra plays three distinct roles. It is a transit and consumption corridor for cannabis grown in Aceh, moving south to Medan and beyond;[1] it holds a documented large-scale cultivation zone at Mandailing Natal in the far south, where a satellite-led operation located about 150 hectares in 2023;[2] and its Toba-rim highlands, above all Karo, carry a record of small-farmer cultivation that runs from a 1919 herbarium specimen through colonial-era prosecutions to a cluster of recent police cases.[3][4]

Geography

The province divides into a Malacca Strait coastal plain, the volcanic Bukit Barisan highlands and a narrower Indian Ocean coast. The highland interior carries the features that recur in the cannabis record: the Karo plateau at roughly 1,200 to 1,400 metres on the northern rim of the Lake Toba caldera, the caldera ring itself and the forested hill country of the south, where the Tor Sihite complex in Mandailing Natal has produced cultivation finds at 950 to 1,017 metres.[5][6]

Communities with cannabis relationships

The colonial press identified the defendants in the 1935 cultivation prosecutions as Karo Batak farmers.[4] No comparable ethnographic identification recurs in the modern enforcement record, which names individual suspects and villages without ethnographic identification. Colonial sources associate the Batak highlands with a different intoxicant economy: a 1918 report of the opium administration devoted a section to opium on Samosir island while its survey of hemp cultivation named four Sumatran regions and did not mention the Tapanuli residency.[7]

The enforcement record repeatedly finds cannabis planted inside or beside legitimate smallholder crops: among coffee trees in Simalungun,[8] in a maize field in Dairi,[9] inside a chilli plantation and a ginger zone in Karo,[10][11] and among oil palms in South Tapanuli.[12]

History

The oldest physical record from the province is the herbarium sheet Lörzing 6821 (1919), collected near Berastagi on the Karo plateau in July 1919 and the only cannabis specimen from Sumatra recorded in GBIF.[3] The colonial legal record reaches the province in the 1930s: De Sumatra Post reported a prohibited planting in the Kabanjahe area in April 1935,[13] the trial of two Karo farmers that August[4] and a third case in September.[14] The same paper reported a Medan stall fined that August for selling cannabis its report suspected had come from Aceh, with drivers named as the main customers.[15] A 1918 report of the colonial opium administration surveyed hemp cultivation for four Sumatran regions, Aceh among them, without mentioning the Tapanuli residency of the Batak highlands.[7]

The searchable modern record begins in 2020 with joint destructions of eight and six hectares in Mandailing Natal.[16][6]

Cultivation

Reported cultivation splits into two distinct patterns. In the Toba-rim regencies of Karo, Dairi, Simalungun and Samosir, cases are small: single farmers, plots from a handful to a few hundred plants, intercropped or disguised among field crops and found through community tips. In Mandailing Natal, operations have documented multi-hectare complexes, satellite and drone detection and repeated replanting of the Tor Sihite hills, with individual operations destroying six to 150 hectares.[2][6] The one seed-provenance detail in the record comes from a small Dairi case, whose suspect told police he had obtained seed from an acquaintance in Pekanbaru, Riau.[9]

Trade and commerce

Enforcement reporting describes Aceh-grown cannabis moving through the province to Medan and onward markets, with Mandailing Natal product moving north into the same networks and south into West Sumatra. In April 2026 Polda Sumut seized 151 kg on the Siantar to Parapat road from a driver who, per the police account, named Mandailing Natal as the source;[17] a November 2025 Bareskrim case that uncovered 51.75 hectares in Gayo Lues, Aceh, began with the arrest of two men carrying 47 kg in Deli Serdang.[1] BNN Sumut reported seizing 760 kg of cannabis across 2025, alongside 84 kg of methamphetamine, without a district breakdown.[18]

Cannabis is a Schedule I narcotic nationally under Law 35/2009. Charges in the province's reported cultivation cases are brought under Articles 111 and 114 of that law, with Article 127 added in small-scale cases;[19][10] in July 2026 the Medan district court sentenced a Mandailing Natal courier to 20 years' imprisonment.[20]

The 1919 Lörzing sheet is the only herbarium specimen of cannabis from Sumatra recorded in GBIF. No accession of verified North Sumatra provenance appears in the modern collection record.[3]
