Ukhrul is a landrace cannabis appellation in the Manipur Hills growing area of the Indo-Burman Range, in Ukhrul District and Kamjong District of Manipur, India. It covers Ukhrul District as it stood until December 2016, when Kamjong District was made from its southern part. The Tangkhul are the dominant people of the district.[1] A case study of a village in the district found in 2014 that, for lack of other livelihoods, ganja cultivation had for decades been the mainstay of many of its families.[2]
Cultivation and enforcement
Vino Raman's study of ganja cultivation and the hill economy, published as a book in 2016, calls ganja cultivation a significant economic activity in Ukhrul District for several decades, despite its prohibition.[3] The Federal, drawing on the case study, reported that poor roads and the cost of transport made it uneconomic for farmers to sell their produce in the towns, and that the market for ganja was in the village itself, where buyers came to buy it. It named Ukhrul and Kamjong among the districts where cannabis was mainly cultivated in Manipur.[4]
In January 2014 a four-day operation in the interior of the district destroyed 23 acres of ganja and 22 acres of poppy. Eastern Mirror wrote that a kilogram of ganja fetched 150 to 200 rupees where it was grown and 500 rupees in Imphal.[5]
Extent
Kamjong District was made from the south of Ukhrul District on 8 December 2016.[1] Announcing the new districts, Chief Minister Okram Ibobi Singh said that the Kamjong, Kasom Khullen and Phungyar subdivisions covered almost half of the district's land and were cut off from its headquarters.[6] Kamjong District, with its headquarters at Kamjong village, is also mainly Tangkhul.[7] Until then the district had covered 4,544 km², the area left when Tengnoupal District (now Chandel District) was made from it on 15 July 1983; it was renamed Ukhrul in the same year, having been Manipur East District since 1969.[1]
