Sughd is a cannabis growing area in northern Tajikistan, in the northern districts and towns of Sughd Region, on and near the Syr Darya, in the Fergana Valley growing region. Surveys by the United Nations Office on Drugs and Crime (UNODC) in 1998 and 1999 found 3.2 hectares of cannabis in Tajikistan, 95 per cent of it in Leninabad, now Sughd; most Tajik cultivation was only a few plants for the grower's own use, and wild cannabis in Tajikistan was noted for a very low THC content and was rarely harvested by traffickers.[1] Wild cannabis grows on abandoned farm land, canal banks, waste ground and cemeteries, and the police destroy it in the yearly Kuknor operation: more than two million plants in the first stage of 2015.[2]
Geography
The area takes in the districts of Bobojon Ghafurov, Mastchoh, Spitamen, Jabbor Rasulov, Zafarobod, Asht, Konibodom and Isfara, with the towns of Khujand, Buston and Guliston, about 9,400 km². The southern part of Sughd Region, south of the Turkestan Range and around Istaravshan, is not drawn in.
On 15 July 1969 T. N. Uljanova gathered herbarium sheets of cannabis at the village of Gorky in Isfara district, at 1,150 metres,[3] and at Chorkuh.[4]
Cultivation
In September 2008 the police found 3,792 cannabis plants near the settlement of Jomi in Zafarobod district; the investigation found that two men from Spitamen and Jirgatol districts had grown them, and a criminal case was opened.[5] In October 2015, during the Kuknor-2015 operation, the police of Jabbor Rasulov district found about 20 cannabis plants, weighing more than 8 kilograms, planted among maize on three sotkas of land in the yard of a 50-year-old man.[6]
Wild stands and eradication
The Kuknor operation runs every year in two stages, from 20 May to 31 August and from 1 September to 30 November.[7] In five days of Kuknor-2010 the provincial police found and destroyed more than 27,000 wild plants in the north of the country. Among the places they named were abandoned land by a canal in Yangiabad, Spitamen district, with 2,400 plants; the land of a farm at Jarbulak in Asht district, with 2,500; the cemetery of Jomi in Zafarobod district, with 1,500; and the cemetery of Paldorak in Mastchoh district, with 959.[8] In July 2014 a raid on the bank of the Karavshan river in Vorukh, Isfara district, found more than 7,000 wild plants.[9]
In the first stage of Kuknor-2015 the operational teams of Sughd Region recorded 108 sites of wild cannabis and burned 2,075,242 plants.[2] In Kuknor-2016 the interior ministry reported 20,000 wild plants, weighing 48.5 kilograms, on ownerless farm land at Paldorak in Mastchoh district, and 130,000, weighing 153.2 kilograms, on ownerless farm land at Unji in Bobojon Ghafurov district.[7] In June 2026 the police of Mastchoh district, with the district's youth and sports department, destroyed more than 4,000 wild plants, weighing 48 kilograms, on waste ground in the town of Buston.[10]
