Osh is a cannabis growing area in southern Kyrgyzstan, in Osh Region and Batken Region, on the eastern and southern side of the Fergana Valley. Cannabis grows wild there, and in the 1980s it was gathered to make anasha. Surveys by the United Nations Office on Drugs and Crime (UNODC) in 1998 and 1999 found 15.8 hectares of wild growth and cultivation in Osh oblast, the smallest of the five figures they gave for Kyrgyz provinces.[1] Since 2020 cannabis crops and a plot sown with cannabis have been found in Batken Region.
Geography
The area takes in Osh Region, the city of Osh and Batken Region, about 46,000 km². It takes in the valley floor around Osh, Uzgen and Kara-Suu, the towns and districts along the southern rim of the valley from Kyzyl-Kiya and Kadamjay to Leilek, and the mountains to the south, up to the Alay and Turkestan ranges and beyond. Jalal-Abad Region, to the north, is the Jalal-Abad growing area.
History
A decree of the Presidium of the Supreme Soviet of the Kirghiz SSR of 10 May 1982 made the destruction of wild hemp a duty of farm managers, agronomists and citizens, with fines for those who failed in it. In Osh oblast the regional plant-protection station and the plant-quarantine inspectorate helped destroy the plants in Kara-Suu, Uzgen and Nookat districts; the stands were surveyed and mapped, and the local authorities were informed from the maps.[2]: 22–23 In 1984 the district police inspectors surveyed more than 213,681 hectares and destroyed wild hemp on 66.53 hectares, mechanically or with chemicals. In 1985, 30 citizens and 126 officials of the oblast were fined. In Uzgen, Kara-Suu, Aravan and Nookat districts the land was not fully surveyed and chemical treatment was carried out only now and then, and the work of 1984 to 1986 was judged unsatisfactory, although stands were fought on the Kenesh state farm at Osh, the Tashirov collective farm in Kara-Suu district, the Kommunizm collective farm in Aravan district and the fish farm in Uzgen district.[2]: 23
A. T. Akmatova of Osh State University, working from the archive of the oblast police, writes that anasha made from wild hemp was the drug in 94 per cent of drug crimes. She names Uzgen and Kara-Suu, with Toktogul and Suzak, among the districts where its raw material was mainly gathered; Toktogul and Suzak are now in Jalal-Abad Region.[2]: 28
In 2000 Martha Brill Olcott and Natalia Udalova wrote that the cannabis season in the Osh, Jalal-Abad and Chu oblasts ran from 30 April to 30 May.[3] The UNODC reported that Osh oblast, second in Kyrgyzstan for the volume of cannabis seized in 2005, saw its seizures fall by 72 per cent in 2006.[4]: 26
Cultivation
Eradication
In the summer raids the police mow and burn the wild stands, with local authorities taking part. In the Mak-2019 operation they destroyed 2 tonnes of wild cannabis in Kadamjay district,[7] and about 1.2 tonnes in the Ak-Bulak rural district of Kyzyl-Kiya and 1.8 tonnes in Kara-Bak district.[8] For the Kara-Kuurai raid of July 2024 the interior ministry gave 6.5 hectares and 6 tonnes for Osh Region and 22.5 hectares and 7 tonnes for Batken Region.[9]
In July 2026 the Batken police surveyed 7 hectares in Kadamjay and Leilek districts and mowed and burned 3.4 tonnes.[10] A report of 10 July gave about 1.7 tonnes destroyed on 1.5 hectares at Zar-Tash and about 800 kilograms on 3 hectares at Kyrgyz-Kyshtak in Kadamjay district, and 7 tonnes in Kara-Suu and Nookat districts of Osh Region.[11] In the city of Osh, residents and police mowed and burned wild cannabis at Japalak, Kyzyl-Kyshtak and Manas-Ata.[12]
