Jalal-Abad is a cannabis growing area in Kyrgyzstan, in Jalal-Abad Region. Cannabis grows wild there and is also sown on household plots and pastures. Surveys by the United Nations Office on Drugs and Crime (UNODC) in 1998 and 1999 found 333.5 hectares of wild growth and cultivation in Jalal-Abad, the second largest figure among the Kyrgyz provinces after Issyk-Kul, and noted that the cannabis of both provinces had a higher THC content, which traffickers preferred.[1] The area lies in the Tian Shan growing region.

Geography

Wild stands are reported from the mountain districts of Toktogul, which holds the Ketmen-Tyube basin, and Toguz-Toro. A report of 2012 said that thickets of wild cannabis occur in Toktogul district and in Issyk-Kul Region.[2] Sown plots and raids are reported from the districts of the south-west, on the Fergana side: Bazar-Korgon, Suzak, Nooken, Aksy and Ala-Buka.

A herbarium sheet, Botbaeva s.n., Ketmen-Tyube (1960), was gathered in the foothills of the Ketmen-Tyube basin on 27 May 1960.[3]

Wild stands

Alexander Zelichenko, writing on the UNODC-funded mapping of the late 1990s, names two Jalal-Abad districts among those with the largest wild stands in Kyrgyzstan: Toguz-Toro, with 203.5 hectares, and Uch-Terek, with 74.6. In six districts of Jalal-Abad and Issyk-Kul regions, where illegal gathering was heaviest, cannabis was being collected on 496 hectares. Three districts of Jalal-Abad Region had stands with more than 2 per cent THC.[4] The UNODC's Bulletin on Narcotics wrote in 2006 that most of the 3,005 hectares of cannabis identified in the districts it surveyed in Kyrgyzstan lay in Jalal-Abad province and in four districts of Issyk-Kul.[5]: 83

In August 2015 wild cannabis in Jalal-Abad Region was estimated to cover about 610 hectares, 40 per cent of which had been destroyed that year. That month the police of Kara-Kul town caught a man from Mailuu-Suu gathering cannabis on a pasture,[6] the Ketmen-Tyube pasture, which belongs to the town.[7]

Cultivation

The sociologist Gulzat Botoeva writes that people in Talas, Jalal-Abad and Naryn provinces began to grow cannabis on their own plots, alongside gathering it wild.[8]: 70 Zelichenko told her in 2014 that in Talas and Jalal-Abad hashish is not made from wild plants, and that the plants there are grown and guarded.[8]: 247–248

In August 2007 the police found a pasture near Charbak village, Bazar-Korgon district, where two local men were growing cannabis, and seized 1.2 tonnes of it.[9] Three weeks later they found 235 plants, weighing 81 kilograms, grown on the Kol-Bashat pasture of Kyzyl-Unkur in the same district.[10] In August 2010 they counted 134 plants on the household plot of a man of Kara-Cholok, Suzak district,[11] and took 15 plants from a vegetable garden in Ala-Buka district.[12] In December 2013 police seized 124 kilograms of marijuana from two men of Toktogul district, after a search at Kara-Zhygach; the men said that they had grown the cannabis on their own household plot.[13]

Eradication

The provincial police mow and burn the stands in the summer raids. In July 2018 they burned 30 hectares of wild cannabis, 28.2 tonnes of plant.[14] In the Mak-2019 operation they destroyed 1.3 tonnes from two hectares in Aksy district and mowed about a hectare of wild cannabis in Mailuu-Suu, after raids in Toguz-Toro, Toktogul, Ala-Buka and Nooken districts: 33 hectares mowed and about 18.5 tonnes burned in all.[15] In September 2020 border guards found and burned cannabis near the state border in Ala-Buka and Suzak districts.[16] In the Kara-Kuurai raid of July 2024 the interior ministry reported 100 hectares mowed and 9 tonnes burned in the province.[17]
