Oksibil is a landrace cannabis growing area around the town of Oksibil, the seat of Pegunungan Bintang regency in Highland Papua, Indonesia. The area takes in Oksibil district and the neighbouring districts of Serambakon and Oksamol, in the Star Mountains close to the border with Papua New Guinea.
Army border task forces and police found cannabis here five times between September 2025 and October 2026, at the villages of Aldom, Yunabol, Siminbuk and Tomka. The plants grew among food crops in village gardens and in the forest nearby.[1][2]
Geography
Aldom and Yunabol are villages of Oksibil district, Siminbuk lies in Serambakon and Tomka in Oksamol.[1][3][4] Siminbuk has produced three of the five finds, in April, September and October 2026.[3][5][2]
The plots were of two kinds. Some lay in gardens: at Aldom the plants were hidden among sweet potato, mustard greens and maize, and at Siminbuk in October 2026 they grew on village garden land.[1][2] Others lay in forest: the Tomka plants were thought to have been planted in the forest around the village, and the 1,347 plants found in September 2026 stood in forest around Siminbuk.[4][5]
Cultivation
Aldom had four fields holding 296 plants in all, about 1.5 metres tall.[1] The April 2026 patrol found 81 plants at Yunabol and 145 at Siminbuk.[3] Tomka had 169 plants, ready for harvest when they were found.[4] The two later finds at Siminbuk were larger, 1,347 plants in September and 1,657 harvest-ready plants in October 2026.[5][2]
The October 2026 clearing at Siminbuk was a repeat operation, on garden land in the same village.[2]
Enforcement
Army task forces took part in all five finds. In September 2025 the border task force of Infantry Battalion 751/VJS, working with two other task forces, spotted suspicious activity in gardens at Aldom by drone, searched them on foot and destroyed the crop, handing the evidence to police. No arrest was reported.[1]
On 10 and 11 April 2026 a joint patrol of 29 personnel from the Damai Cartenz police operation, the regency police and Battalion 751/VJS found the Yunabol and Siminbuk plots. Two men aged 57 and 27 were held as witnesses; police said both tested negative for drugs and neither had been named a suspect.[3] In June 2026 soldiers of Battalion 753/ATV pulled up the Tomka plants and took them to the nearest police post for destruction.[4]
The September 2026 find near Siminbuk was located from the air. Units under the army's Joint Regional Defence Command III (Kogabwilhan III) then went in with the regency police and burned the field.[5] In October soldiers of Battalion 734/SNS and several other units uprooted and cleared the garden plants at Siminbuk.[2]
The commander of Kogabwilhan III, Lieutenant General Lucky Avianto, linked two of the finds to the armed independence movement. He said the Tomka plot had been a supply source for an armed group the army calls KKB, its harvest meant for sale to the public, and that the September plants near Siminbuk were strongly suspected to have been grown by the Free Papua Organisation's Kodap XXV Bintang Timur.[4][5] Neither report carries a response from either group or evidence beyond the commander's statement.
