La prehistoria del narcotráfico en Colombia. Serie documental: desde la Gran Depresión hasta la Revolución Cubana
Innovar
A documentary series: the author introduces and reproduces Colombian government and police documents on drugs from the Great Depression to the Cuban Revolution. The cannabis material includes Colombia's signature of the Hague Convention, the 1938 decree and penal code, measures touching marijuana from 1928, the ban on cultivation of September 1939 that gave growers 60 days to destroy plantings, and the 1946 law known by the name of its sponsor, Consuegra. The reproduced reports describe users among prostitutes, dock porters, sailors and petty criminals, mostly on the Caribbean coast, a case at Buenaventura in March 1940, police reports from Barranquilla, Santa Marta, Magdalena and Cartagena in 1941 and 1942, and plants found at Pereira in April 1942. A primary-document source for the earliest controls.
