When Effective Implementation Meets Paradigmatic Failure: Evaluating Colombia's Medical Cannabis Policy
International Review of Public Policy
Evaluates Colombia's medical cannabis reform by separating paradigmatic failure from implementation failure and policy design failure, on the basis of 25 semi-structured interviews with public officials, entrepreneurs and civil society actors. The author finds the pharmaceutical model largely successful in implementation, with regulations adopted swiftly, a licensing system established and a small export-oriented industry emerging. However, "overregulation, the exclusion of small producers, and limited domestic access" show a growing misalignment between the policy's assumptions and the realities it governs.
