Sugpon mayor asks for boundary clarity over suspected marijuana farms

Inquirer reported that the mayor of Sugpon in Ilocos Sur, Daniel Lano Jr, said in a statement issued on 13 September 2026 that marijuana eradication in the area is complicated by long standing boundary disputes and unclear jurisdiction between Sugpon and Kibungan in Benguet. He named conflicting claims around the Kibungan barangays of Badeo and Takadang and around Sitio Culliang inside Tacadang, and said digital maps place some areas under Barangay Licungan in Sugpon while residents there identify with Benguet. He warned that undefined boundaries could lead to cases being dismissed where the location of a plantation is disputed, and called for joint boundary management and mapping rectification with the two provinces and the environment department, and for road priority in remote disputed areas. He also said that organised and financed groups back cultivation in the disputed areas and that enforcement should target syndicates rather than ordinary farmers.
