Yunnan's industrial hemp cultivation and processing licensing regulation takes effect, setting a 0.3 per cent THC threshold
Regulations on the Licensing of Industrial Hemp Cultivation and Processing took effect in Yunnan, having been approved at the provincial government's 30th executive meeting on 21 September 2009 and promulgated on 22 October 2009 as Provincial Government Order No. 156. Article 2 defines industrial hemp as cannabis containing less than 0.3 per cent tetrahydrocannabinol by dry weight, with material processed above that threshold falling under narcotics law instead. Articles 6 to 15 establish a licensing regime covering research planting, seed multiplication, industrial raw-material planting and leaf and flower processing, administered by public security organs at county level and above on two-year licence terms. Article 17 requires licensed growers to eradicate any non-industrial cannabis within 3 km of a seed-multiplication plot, which ties the licensed hemp sector directly to the eradication apparatus.
