Doi Yao–Doi Pha Mon is a cannabis growing area around the Doi Yao and Doi Pha Mon hills, near Phu Chi Fa in Thoeng District of Chiang Rai Province, in the Northern Thailand growing region. Hmong villagers there once wove hemp cloth, and hemp was grown in a royal-initiative project area in the hills in 2020.[1]

Geography

The hills lie in Tap Tao subdistrict of Thoeng.[1] Thoeng was one of the 15 districts opened to hemp under a ministerial regulation approved by the Cabinet on 6 September 2016.[2]

Cultivation

In the past the Hmong of the Doi Yao and Doi Pha Mon area wove cloth from hemp fibre. After Queen Sirikit visited the area on 22 February 2004 and admired the clothes the villagers wore, she had them weave cloth for sale through the SUPPORT arts and crafts project, but the laborious work found no successors. From 3 to 13 February 2020 soldiers of the royal-initiative project ran a hemp-weaving course for villagers at Ban Phaya Lao U, using hemp grown in the project area and tended by soldiers and villagers. Hemp was then still a controlled plant that ordinary villagers could not grow.[1] A clothing brand in Chiang Mai bought hemp cloth from Hmong weavers in Thoeng in 2021.[3]

A Thai PBS documentary of 2017 told of Hmong on the Phu Doi Yao range who were arrested for growing cannabis and whose field was pulled up and burned. The accused said the plant was a local Hmong crop.[4]
