Moulay Abdeslam is a landrace cannabis growing area in the hills of Larache Province, in the western Rif Mountains of northern Morocco. The name is that of the region of Moulay Abdeslam, round Moulay Abdeslam Ben Mchich in the rural commune of Tazrout, where Finances News Hebdo reported kif growing in 2015.[1]
Geography
Growing
Kif appeared round Tazrout at the end of the 1980s. Finances News Hebdo put its arrival down to imitation of Ketama, the lure of profit and the isolation of some douars. A former grower at Lhssan told the paper in 2015 that 100 kilograms of harvested kif stems gave about 1 kilogram of good cannabis powder, and that a hectare earned a farmer no more than 5,000 dirhams for four to five months' work. Holdings were small; to grow the crop farmers took land from the forest service and the commune, and whole forests were burned.[1]
Cannabis growing was banned in Larache Province in 2005 and the crop was destroyed; some growers moved across into Tétouan Province to plant. In 2006 Larache was declared a province without cannabis. From 2008 kif began to return, and from 2011 more farmers replanted it. In 2015 the authorities were again opposing any planting in the province. Growing round Moulay Abdeslam was then declining, and farmers went instead to work for growers at Issaguen and Bab Berred.[1]
In March 2022 H24info reported that a member of parliament, Mohamed Hammani, had asked the interior minister in a written question to add Larache to the provinces where cannabis could be grown under licence, saying that smallholders had long grown it in at least eight of the province's communes, among them Beni Aârouss, Beni Guerfet and Tazrout.[2] The decree of 18 March 2022 named Al Hoceima, Chefchaouen and Taounate as the licensed provinces.[3]
