Uses the balloon effect and a press-clipping method to analyse news reports and official documents on marijuana eradication policy in north-eastern Brazil between 1943 and 1983. The author finds that the eradication actions had immediate effects but proved ineffective in the long term, because they displaced the illicit plantings instead of eliminating them.
