Himachal Pradesh cabinet approves NDPS rules amendment for regulated medicinal cannabis cultivation
On 6 June 2026 the Himachal Pradesh cabinet, chaired by Chief Minister Sukhvinder Singh Sukhu, approved amendments to the state's Narcotic Drugs and Psychotropic Substances Rules 1989, establishing a framework for the regulated cultivation, processing, storage and transport of cannabis for medical and scientific purposes. Speaking to ANI on 20 June, Revenue Minister Jagat Singh Negi said industrial hemp and medicinal cannabis would be strictly regulated and described the cabinet's move as an "important and visionary decision" intended to raise farmer incomes and to supply the textile, cosmetic and pharmaceutical sectors. Negi said medicinal cannabis would be produced through a licensed system comparable to opium cultivation in Rajasthan and Madhya Pradesh, with a limited number of licences issued initially. LawStreet reported that the policy shifts the focus to industrial fibre, seeds and horticultural uses.
