Ministry of Public Security officials state that CBD extraction from industrial hemp remains subject to drug-cannabis licensing

China Anti-Drug Network published an interview with three named Ministry of Public Security officials from the Narcotics Control Bureau and the Drug Laboratory. They stated that China has never approved any medical-cannabis cultivation or any THC-containing medicine, and that cannabidiol is itself unscheduled but hemp grown or processed to extract it is not exempt from drug-cannabis licensing, because processing flower and leaf routinely raises THC above the 0.3 per cent threshold even from a certified low-THC source plant. Financial press coverage around 27 and 28 March characterised this material as a notice from the National Narcotics Control Commission, and it coincided with a fall in shares associated with industrial hemp.
