CPC Central Committee and State Council issue an opinion on strengthening drug control work, mandating a cultivation-eradication responsibility system

The CPC Central Committee and the State Council issued an Opinion on Strengthening Drug Control Work. Among its provisions is a strict responsibility system for finding and eradicating illegal cultivation of narcotic source plants, assigned to local government. The National Narcotics Control Commission's report for the following year recorded a rise of 882 per cent in the area of cannabis cultivation found and eradicated nationally.
