China's Narcotics Control Law takes effect, placing a cannabis eradication duty on village and residents' committees
The Narcotics Control Law of the People's Republic of China, adopted by the NPC Standing Committee on 29 December 2007, took effect. Article 19 prohibits illegal cultivation of opium poppy, coca and cannabis plants, and requires local governments at every level to act immediately to stop and eradicate any illegal cultivation they discover. The same article extends that duty downward to village committees and residents' committees, which must halt and eradicate such cultivation and report it to the local public security organ. This provision and Article 6 of the 1990 Decision are the legal basis cited for eradication operations reported in later items in this corpus.
