Hallan is a village in the Kullu Valley in Kullu District, Himachal Pradesh, India. It lies above Naggar on the south-facing side of the Chanderkhani valley, a side valley at right angles to the Kullu Valley, where Rumsu and Pulag face north.[1][2] The 2011 census enumerated it as Hallan-I, with 524 inhabitants.[3]: 58 Two accessions of Chanderkhani Valley cannabis, a population worked for charas that the Zomia Collective's collection documentation classes as a narrow-leafed drug-type landrace, carry Hallan as their locality.[1]

Geography

Hallan faces south across the Chanderkhani valley.[1] The collection documentation gives its height as 2,100 m and says the village receives abundant sunlight. It mentions apple terraces on the sun-exposed lower slopes and fields higher up.[1] The accession pages place the collection site at 2,275 m on a south-west-facing slope. A footpath that OpenStreetMap names "Hallan-I to Shedu Pathar thach" starts about 200 m from it.[4]

The 2011 census enumerated the village as "Hallan-I", with 524 inhabitants (265 males and 259 females) in 112 households on 85.82 ha. It placed Hallan-I in Kullu tehsil and in the Naggar community development block.[3]: 58[5] The census village directory records a bus service and an all-weather road. It gives the distance to Kullu, the tehsil headquarters, as 32 km and to Manali, the nearest statutory town, as 18 km. It lists maize, wheat and vegetables as the main crops.[5]

The census also lists a separate village of the name, "Muhal Hallan-II", with 303 inhabitants in 66 households. It lies in Manali tehsil but in the same development block. It had no metalled or all-weather road in 2011.[3]: 52[5]

Cannabis cultivation

Main article: Chanderkhani Valley (appellation)

The collection documentation describes cultivation in the Chanderkhani valley as historically semi-domesticated: small plots on steep terraces, where the plants grow with little tending and are often rubbed for charas on the spot. It describes Hallan's lower slopes as sun-exposed and says the village "has long been known for its particularly flavorful charas".[1] It singles out charas from the apple terraces lower down and describes the flowers of the upper fields as potent and resinous.[1]

Two accessions come from Hallan. People making charas in the village gathered the general population from plants across the valley; the collector selected the other from plants around the village. The collection documentation lists no upper-field or feral selection from Hallan.[1] The accession pages class both accessions as landrace, grown semi-feral and intercropped. The accession names carry the year 2022; the accession pages give the collection date as 05/09/2023.

The Zomia Collective's index of growing regions tags the Hallan village area "Eradications Ongoing", a tag it defines as "Active eradication observed or reported". It gives the status of the village's upper fields as unknown.[6] Hindi-language coverage of a September 2022 Central Bureau of Narcotics operation in Kullu district names the hills of हलान (Halan) among the places where its teams worked, without saying which of the district's two villages of that name it means.[7]
