The Achinsk forest-steppe (Ачинская лесостепь), also called the Achinsk–Bogotol forest-steppe, is a cannabis growing area in the west of Krasnoyarsk Krai, Russia, round the towns of Achinsk and Bogotol. It lies within the Krasnoyarsk Krai growing region. Hemp is frequent in every local flora of the forest-steppe; it grows by roads, fences and farms and on fallow land, and in places it is abundant and forms thickets.[1]: 247–248 In the first weeks of the 2025 and 2026 seasons wild hemp was found on 183 and 165.3 hectares of farmland in Achinsky District, and on 100 hectares each year in Bogotolsky District.[2][3]

Geography

The Achinsk forest-steppe is the smallest of the three island forest-steppes of the krai, with the Krasnoyarsk and Kansk forest-steppes to the east. It stretches 25–100 kilometres from south to north and 120 kilometres from west to east, along both banks of the Chulym. The Arga ridge bounds the forest-steppe to the south and the upland on the watershed between the Chulym and the Yenisei to the east; to the north and west it merges gradually into the West Siberian Plain. Taiga surrounds the forest-steppe, and only a narrow strip along the railway joins it to the forest-steppe of Western Siberia. The forest-steppe covers 5,000 km², most of it in Bogotolsky and Achinsky districts, with part of the south of Bolsheuluysky District.[1]: 53 The island forest-steppes have rolling plains and hills with fertile grey forest soils, chernozems and chestnut soils.[4]

The area takes in Achinsky and Bogotolsky districts as they were before their merger into larger okrugs, with the towns of Achinsk and Bogotol. It covers about 5,650 km².

Wild and weedy hemp

Hemp grows along roads, by fences round houses and farms, on fallow land, waste ground, stony slopes and screes, and on degraded meadows. Hemp is frequent across the three island forest-steppes and was recorded in every local flora studied there except Taina, in the Kansk forest-steppe; the five Achinsk floras, at Vagino, Novaya Elovka, Zertsaly, Malyi Kosul and Chaikovsky, all have it. In places it is abundant and forms thickets.[1]: 8, 247–248 On waste ground, dumps and plots on the edges of villages in the forest-steppes it forms weedy stands with fat hen (Chenopodium album), Artemisia sieversiana and Axyris amaranthoides.[1]: 103

The krai office of the federal agricultural inspectorate, Rosselkhoznadzor, found 151.5 hectares of wild hemp in Achinsky District in 2017, one of the five districts with the largest areas.[5] In the first half of summer 2025 it found 183 hectares in Achinsky District and 100 hectares in Bogotolsky District.[2] In June 2026 it found hemp growing in crops on 165.3 hectares in Achinsky okrug and 100.0 hectares in Bogotolsky okrug.[3] During the June survey inspectors found a 165-hectare pea crop of one firm in Achinsky okrug overgrown with weeds, wild hemp among them, and the firm sprayed it with herbicide.[6] The largest areas of wild hemp the inspectorate found in the krai in 2026 were in Achinsky, Bogotolsky and Sharypovsky okrugs.[7]

In June 2026 a municipal agency of Achinsky okrug hired a contractor for 800,000 roubles to destroy wild hemp on the okrug's land. In July it cancelled the contract, saying the work had not been done, and planned two contracts of 400,000 roubles with local enterprises; by then the Achinsk police had begun issuing orders to local officials.[8]
