SECP and CCRA sign an MoU requiring a CCRA no-objection certificate for companies with cannabis-related business objects
Bloom Pakistan reported on 8 October 2026 that the Securities and Exchange Commission of Pakistan (SECP) and the Cannabis Control and Regulatory Authority (CCRA) had formalised a framework for companies in the medicinal and industrial cannabis sector through a memorandum of understanding. Under it, a company proposing cannabis-related objects in its memorandum of association needs a no-objection certificate from the CCRA. A change in its principal business objects, directors or shareholding needs a fresh one. The SECP keeps corporate registration and the CCRA keeps sector licensing. The memorandum was signed by SECP Commissioner Muzzafar Ahmed Mirza and CCRA Director Asif Haroon in the presence of SECP Chairman Kabir Ahmed Sidhu and CCRA Director General Zafarullah Khan.
