Himachal Pradesh cuts the cannabis cultivation licence fee to ₹1 lakh per bigha
The News Himachal reported on 25 August 2026 that the Himachal Pradesh State Taxes and Excise Department had notified the Second Amendment Rules, 2026, reducing the licence fee for controlled cannabis cultivation for medicinal and scientific purposes from ₹3 lakh to ₹1 lakh per bigha. The annual licence fee for processing and manufacturing units falls from ₹2 crore to ₹1 crore. Commercial cultivation will need a minimum contiguous area of five bighas and a buy-back agreement with an authorised manufacturer. An Agriculture Development Officer or a more senior Agriculture Department officer will act as nodal officer for monitoring cultivation. The rules also set fees of ₹25,000 for a seed supplier's licence, ₹10,000 for storage, ₹1 lakh for research and testing and ₹2,000 for a transport permit.
