Himachal Pradesh assembly adopts resolution recommending controlled cannabis cultivation for non-narcotic use
On 6 September 2024 the Himachal Pradesh Legislative Assembly adopted a resolution accepting a committee report that recommended controlled cultivation of cannabis for non-narcotic, industrial and medicinal use. The committee, chaired by Revenue Minister Jagat Singh Negi, had been formed during the 2023 Budget Session after the matter was raised under Rule 130. Its members, who included Chief Parliamentary Secretary Sundar Singh Thakur and legislators Janak Raj, Hansraj and Puran Chand, visited every district of Himachal Pradesh and consulted public representatives, and also studied existing cannabis-cultivation models in Jammu and Kashmir, Uttarakhand and Madhya Pradesh. Negi said the proposed industrial hemp would be drug-free with negligible THC, while medicinal cultivation would be tightly controlled along the lines of licensed opium production under the NDPS Act.
