Loralai is a landrace cannabis growing area in Loralai District, in north-eastern Balochistan, Pakistan. In 2024 and 2025 the district administration, the police, the Levies and the provincial excise department destroyed standing crops of bhang (cannabis) at several villages in the Loralai and Mekhtar tehsils.[1][2] In September 2026 the district's anti-narcotics committee reviewed a survey carried out to find where cannabis was being grown in the district.[3]
Reports of cultivation
In November 2024 an operation led by the deputy commissioner, Miran Baloch, with the assistant commissioners of Loralai and Mekhtar, the police and 80 Levies men began at Nali Azam and the Sanda Mor area in Mekhtar tehsil, where bhang grown on 10 acres was destroyed. The deputy commissioner said the operation would go on until the crop in Loralai and Mekhtar had been destroyed.[1] In the same week police and Levies destroyed 7 acres of bhang and 11 acres of opium poppy in an operation at Kali Minar Kalan, Kali Minar Khurd and Ghazgi Camp.[4] By 11 November the deputy commissioner had destroyed bhang grown on 80 acres. At the same time the president of the Loralai landowners' action committee, Malik Ismatullah Kadizai, urged landowners to grow olives, saffron and chillies instead. He said drugs were still being grown in many places.[5] By December the deputy commissioner had destroyed about 90 acres of bhang, against a target of 100.[6]
In late September 2025 the excise department, with the Anti-Narcotics Force, the district administration and the police, destroyed cannabis grown on 13 acres in the Nali Azam area of Mekhtar, according to the Daily Independent.[7] An Associated Press of Pakistan report of 1 October put the crop destroyed by the excise department and the Anti-Narcotics Force at 3 acres at Ganda Ghozai and 10 acres at Sarki Jungle and Fateh Khan Qila.[2] By 3 October bhang on 10 acres and opium poppy on one acre had been destroyed at Kali Minara.[8]
In October 2025 the senior superintendent of police, Ahmad Sultan, told the district's tribal elders that the opium and bhang season was beginning. Anyone who grew a drug crop that year, he said, would face legal action and could have their identity card blocked and their land taken into government custody; he urged landowners to plant olives.[9] In November police destroyed a ready crop of bhang on 5 acres at Kali Rarkarez.[10] An operation across Mekhtar tehsil destroyed about 50 acres of "cannabis, opium, and hemp crops", according to the Daily Independent. The same operation dismantled 47 illegal solar-powered boreholes.[11]
In December 2025 district officials said that 390 acres of bhang had been destroyed in the previous three months and that 115 landowners who grew drug crops had been listed; they said drug cultivation in Loralai and the neighbouring areas had increased in recent years. In raids at Sharan Alizai, Mauza Sarmalak and Kali Naganga the assistant commissioner of Bori seized and burned 1,650 kg of bhang and charas.[12]
On 13 September 2026 the district committee against narcotics, chaired by the deputy commissioner, Muhammad Haseeb Shuja, reviewed the survey of possible bhang cultivation across the district. He directed that the survey be completed on time, that its figures be verified and that action be taken under the law wherever a crop was found.[3]
Earlier reports
Before the Indian Hemp Drugs Commission the only control on ganja, charas and bhang in the district had been the annual auction of the right to sell them at shops the political agent sanctioned. Local cultivation of the hemp plant "was stopped in 1896 throughout the Agency", in the words of the district gazetteer of 1907. In 1905 the district had 17 licensed shops. Bhang was then mostly imported from Bhag, in the territory of the Khan of Kalat; charas came from Rajanpur and Amritsar in the Punjab.[13]: 298 In 1904–05 the district consumed about 3 maunds 35 seers of charas and 2 maunds 37 seers of bhang; no ganja was sold.[13]: 299 The drugs were used mainly by the Indian population at Loralai and elsewhere in the district; the gazetteer adds that a few landowners "of low position" and beggars in the Duki tahsil used them to some extent, while the Afghans from across the border in the Bori tahsil used charas and opium.[13]: 300
In 1977 a government fact-finding mission, after visiting the cannabis fields of Qila Saifullah in Zhob, went on towards Loralai, "where the main road extended into the sub-mountains". In a village of seven houses it found three acres of cannabis in seven small fields; part of the crop was being harvested and the rest had been burned the day before.[14]
