The GOV.UK release, the cited source, gives three kinds of figure. For consular cases it says "Consular cases involving British nationals arrested abroad for drug smuggling offences more than quadrupled between 2023 and 2025", and adds "The increase has been driven by cannabis-related arrests in Southeast Asia". For people detained it says "More than 200 British nationals currently detained abroad on smuggling offences are held in connection to cannabis originating from Thailand". Border Force figures are separate: "Border Force detected 7.7 tonnes of cannabis being carried by air passengers arriving in the UK, including 6.5 tonnes from Thailand". The release's notes say "Total figures of drug smuggling detentions abroad are inclusive of British nationals detained abroad in relation to cannabis originating from Thailand." This news item's summary says the quadrupling figure covers all drugs and is not specific to cannabis.
Place
This news item is filed under Thailand because the release names Thailand as the origin of the cannabis and gives figures for it. The release is from the Foreign, Commonwealth & Development Office and says "More than 200 Brits are currently detained overseas in cannabis smuggling cases linked to Thailand alone". It also names several countries for the arrests: "including Thailand, Malaysia, Cambodia and Laos".
