Discussion
Why the area is mapped
- Çetin and Duru (2015, pp. 33, 37, 43) put Lice first among the growing districts of Diyarbakır. Yıldırım (2024, p. 21) writes that most of the cannabis from which esrar is made grows in Lice, citing Çetin and Duru.
- Operations against fields in named villages of the district are reported in 2012, 2013, 2016, 2017, 2018, 2019, 2020, 2021, 2023, 2025 and 2026.
Growing status
- The status is Active: every source used dates from 2012 or later. The destruction of crops is how the growing is reported, not an end to it, and the reports continue to 2026.
- Çetin and Duru write that growing in places such as Lice is older than the insurgency, but give no date, so no first year is set.
How the border is drawn
- The border is Lice district in OpenStreetMap (administrative relation 1846363), simplified, about 950 km².
- The sources differ on how far the growing extends: Lice, Kulp and Hani in a police report of 2013 (through Daily Sabah); Lice, Kocaköy, Hani, Hazro and Kulp in Çetin and Duru; the same with rural Genç in Bingöl in Meydan (2019, Türkiye Adalet Akademisi Dergisi 37); Lice, Kulp, Kocaköy, Hazro and Silvan with Genç in Türkiye (3 February 2019); and Lice, Kulp, Hani, Dicle, Eğil, Kocaköy, Hazro and Silvan in Hürriyet Daily News (1 August 2012), from unnamed sources. All put Lice first, so the area is drawn on Lice district only.
- The map point (38.46, 40.65) is Lice town.
Sources
- Çetin and Duru (2015) and the press items cited were read in full; Yıldırım (2024) in its passages on the district's reputation and on drugs.
- Almost every report used comes from the state's security forces, through the Ministry of the Interior, the governor's office or the gendarmerie, and describes the crop as a source of finance for the PKK. The article attributes that framing. Bianet (2016) and Yıldırım (2024) give other views and are used for them.
- The police report of 2013 (UTSAM, Raporlar Serisi 28, Yasadışı Kenevir Ekimiyle Mücadele) was not found; it is used through Daily Sabah and Çetin and Duru.
- Lice's reputation for heroin trafficking from the 1970s (Çetin and Duru, p. 36) concerns trade, not growing, and is not used.
- The words of the grower Abdullah Akar come from a DW Türkçe report by Felat Bozarslan, read in the version republished by Memurlar.net; the DW original could not be reached.
- Not used: the drug reports of the General Directorate of Security for 2025 and 2026, which do not name Lice, and the EMCDDA country reports, which have no passage on growing in Lice or Diyarbakır.
Where the sources disagree
- Seizure figures. The reports give totals for different periods and areas: one operation, one district, several districts, the province. The article gives each with its own period and area and does not add them.
