Discussion

Scope

  • One area across two provinces. The plantations lie on the boundary between Kibungan and Sugpon, which is itself disputed: reports since 2017 place sites "along the disputed boundaries" or "between Barangay Licungan in Sugpon … and Barangay Tacadang in Kibungan", and the mayor of Sugpon said in 2026 that areas mapped under Licungan are home to residents who identify with Benguet. A page for each side of the line would divide one set of plantations between them, so the Sugpon and Kibungan sides are treated as one growing area. Kayapa in Bakun is included because it lies next to Tacadang and was raided with it on 24 December 2025.
  • Name. The page takes the name Kibungan, the municipality at the centre of the reports and the name the seed sellers use for their lines. It is not a claim about where the provincial boundary runs.
  • Kapangan. Kapangan is part of the same Benguet police and Dangerous Drugs Board programme area, but no plantation there is reported next to the Kibungan sites, so it is outside the growing area.
  • Coordinates. 16.71, 120.62 is the point PhilAtlas gives for Barangay Tacadang, rounded. Kayapa (16.78, 120.61) and Licungan lie within about 8 km of it.
  • Elevation. The infobox gives none. The article's figures are estimates at single barangay points (about 1,590 metres at Tacadang, about 1,080 metres at Kayapa); the seller's 1,700 metres for its Kibungan line is its own.

Identifications

  • Spellings. The Sugpon mayor's statement, as reported, spells the barangay both "Takadang" and "Tacadang", and the sitio "Culliang"; the 2023 report spells it "Culiang". The article uses Tacadang, the spelling PhilAtlas uses, and keeps each report's spelling of the sitio.
  • Accessions. The Landrace Team's Kibungan line and Khalifa Genetics' Filipino Kibungan are filed under this growing area. Neither seller names a barangay.

Source notes

  • Valuations. Peso figures in the reports are the authorities' standard drug prices; the September 2026 Licungan report says they follow the Dangerous Drugs Board's valuation.
  • Benguet totals. The January–April 2026 totals for Kibungan, Kapangan and Bakun are the Benguet police figures quoted in the Dangerous Drugs Board's resolution. They are totals for each municipality.
  • Grass Cutter figure. The Philippine News Agency text, as carried by the Inquirer, prints the 315,693 plants and seedlings with a stray currency prefix ("PHPP315,693"); the article gives the number alone.
