Uganda's State Minister for Internal Affairs warns licensed medical cannabis and hemp operators against diverting controlled substances
The Daily Monitor reported that Juma Witonze Kisekka, State Minister for Internal Affairs, warned medical cannabis and industrial hemp operators that those who abuse licences, falsify records or divert controlled substances will face action under the law. He spoke at the annual general meeting of the Uganda Medical Cannabis and Industrial Hemp Cooperative Society in Naguru, Kampala, on Friday 2 October 2026. The paper said the Narcotic Drugs and Psychotropic Substances Control Act, 2024, which it said commenced on 14 April 2025, is the main framework for controlling narcotic drugs. Justine Kasule Lumumba, Minister of ICT and National Guidance, told the same meeting that a licence to grow the crop does not free farmers from the law.
