Fair use rationale. The ministry publishes no licence or reuse terms for its press material — the only policy the site carries is a privacy and cookie notice under Law 6698 — and Turkish copyright law frees official texts, laws, regulations and court decisions, but not government photography and film. No free equivalent exists and none can be made: the plots were destroyed in the operation the image records. A single frame is used, reduced to 1200 px wide, to show what the record describes — cannabis burned in situ on a cleared hillside — on a not-for-profit encyclopedia page about that operation.
