Page scope
Lebanon is about cannabis in Lebanon. Its cannabis material is the Bekaa hashish trade, the cultivation law of 2020 and the authority formed in 2025 to license it, and two seed lines sold by The Real Seed Company and ACE Seeds. Its accessions are listed on the page.

Discussion

Infobox fields

  • Legal status. "Illegal (medical and industrial cultivation licensed)" with 2020, on Law No. 178, approved by parliament on 21 April 2020 and published in the Official Gazette on 4 June 2020 (see Where the sources disagree for the year).
  • Enforcement now gives the legal position ("criminal outside licensed medical and industrial cultivation"). It had read "the licensing regime is unimplemented", an unsourced status that dates: the Cannabis Regulatory Authority was formed on 17 July 2025.

Where the sources disagree

  • The year of Law No. 178. The Skoun Lebanese Addiction Centre (published by the International Drug Policy Consortium, 10 May 2023) calls it "Law 178/2021". Lexis Middle East gives 178/2020, with parliamentary approval on 21 April 2020 and publication on 4 June 2020, and the Lebanese American University's release of 2025 refers to "Law No. 178, passed by Parliament in 2020". The page follows the 2020 dating.
  • What the Lebanese line is. The Real Seed Company files its line in its Near East category, whose plants it describes as close to the classic Indica; ACE Seeds calls its stock a fourth-generation Lebanese pure sativa. The two companies hold different stocks, and the page gives each description under the company's name without reconciling them.

Sources

  • Law No. 178 is cited to Lexis Middle East, with a verification tag; the Official Gazette text has not been read. "The first Arab state to permit cannabis cultivation" rests on the same citation and carries the same tag.
  • Skoun 2023 is the source for the law's silence on medicinal consumption and for Law 673 of 1998 scheduling cannabis as "a very dangerous substance with no medical use".
  • The 2025 authority is cited to the Lebanese American University's release of 30 July 2025 (the Council of Ministers formed the authority on 17 July 2025) and to L'Orient Today's interview of 10 February 2026 with its head, Dany Fadel. The page had cited Skoun 2023 for it, which cannot support an event of 2025.
  • The regional trade is cited to A. Ahmed El Hadka (Bulletin on Narcotics, 1965), to the Transnational Institute (2014) and to The Real Seed Company's archived listing of August 2020.

Statements removed and why

  • That the Bekaa is "one of the long-established hashish landscapes of the region", and that the conservation position is that "for a country with one of the region's best-known hashish landscapes, the wiki holds no material collected in the ground more recently than 2008": rankings no source makes, and statements about the wiki's holdings.
  • "The permission has not produced a crop" and "The licensed sector does not yet operate": uncited, and dated by the formation of the authority in 2025. The page now gives the position as its head stated it in February 2026.
  • That the Egyptian prohibition "reshaped the whole region and drew Lebanon in": the Transnational Institute says the ban "affected" the eastern Mediterranean and dates nothing in its list of countries asked to help Egypt.
  • "The two colours ACE Seeds names, blonde and red, are the traditional Lebanese grades": the vendor's description had been put in the wiki's voice.
  • That the valley "spans the Beqaa and Baalbek-Hermel governorates", given as the reason the accession has no province: reasoning about how the accession is filled in. The Real Seed Company's listing names the Bekaa Valley, not a governorate.

Open questions

  • Demographics is a section stub. Cultivation in the Bekaa is widely reported as organised through family and clan networks, but that reporting is journalistic and has not been traced to a reliable source. Chouvy's work on Lebanese hashish is the obvious starting point.
  • Agriculture is a section stub. The repeated figures for hectares under cultivation in the Bekaa and the crop's share of local incomes trace back to press reporting or to the McKinsey study cited in the legalisation debate; neither has been read.
  • Trade and commerce is a section stub. The export trade out of the Bekaa is heavily reported but has not been traced to a reliable source.
  • Varieties and genetics. Neither company's description rests on a published characterisation, and no genetic or chemotype study of Lebanese landrace material has been found.
