Property:Has entry into force

Set by Template:Infobox Legal Instrument on pages in Category:Legal instruments. The date the instrument entered into force: for a treaty, the date fixed by its own entry-into-force clause; for a statute, the date it commenced.

The value comes from the infobox's entry_into_force_date parameter, which takes an ISO date (1964-12-13), a year and month or a year. The displayed entry_into_force text is never stored.
