Discussion

Scope

  • Why a growing area. A Supreme Court decision places a plantation at Mount Churyon in Betwagan in 2000, and police and drug-agency reports name plantations on Saclit's boundary with Tinglayan in 2019 and 2020, and in Saclit or on that boundary in 2021, 2024, 2025 and 2026: Sitio Paras, Mount Chalimuno, Mountain Paras, Mountain Fisak and Mount Makago-ong. These reports, not accessions, are what put the area on the map. The wiki holds no accession from Sadanga.
  • Extent. The growing area is the two barangays the sources name. No report read places a plantation in another barangay of Sadanga. Three barangays of Sadanga border Tinglayan (PhilAtlas): Saclit, Betwagan and Bekigan. The operation of March 2026, reported only as on the "Sadanga–Tinglayan" border, may therefore lie in Bekigan, outside the two barangays; the article gives it in the report's words.
  • Border. The map border is the two barangays together, drawn from the OCHA/PSA administrative boundaries (2018 edition), about 49 square kilometres. It is an approximation of where the growing is, not a surveyed tract: the reported sites lie on mountains inside the barangays and on their edge with Tinglayan.
  • Boundary operations and news items. The operation of 14 September 2026 is filed under this page: its report places the plantation on the boundary of Barangay Saclit and Tinglayan and the operation was a joint one of the drug enforcement agency's Mountain Province office and the Sadanga police. The news item for 18–19 April 2026 stays on Tinglayan: its report (The Manila Times) gives the boundary of the two municipalities and names no barangay. A BusinessWorld report of an operation on 18 April with the same count, about 60,000 plants, names the boundary of Saclit and Tinglayan, and the article uses it.
  • Coordinates. 17.22, 121.06 is the point PhilAtlas gives for Barangay Saclit, rounded, chosen because most of the dated sites are in Saclit. The municipal centre is at about 17.17, 121.03.
  • Elevation. The infobox gives none. The figures in the article are estimates at single barangay points (about 1,110 metres at Saclit, about 1,030 metres at Betwagan).
  • Status. Active: reports of plantations from 2000 to 2026.

Identifications

  • Mount Makago-ong. The May 2026 report places the operation "at Mt. Makago-ong, along the boundary of Barangay Saclit in Sadanga, Mountain Province, and Barangay Buscalan in Tinglayan, Kalinga"; the July 2026 report places the plantation "near the boundary of Sadanga, Mountain Province, and Tinglayan, Kalinga, specifically at Mount Makago-ong in Barangay Saclit". The article keeps both forms.
  • Paras. The 2021 reports name Sitio Paras in Saclit; the 2026 informant report names "Mountain Paras in Saclit". Whether the sites are the same is not settled by the reports.
  • Mount Churyon, 2000. The charge gives a plantation of about ten hectares; the scouting officer testified that "more or less four (4) hectares were planted". The article gives both.
  • Cordillera People's Liberation Army. The Supreme Court decision quotes the Court of Appeals: "Appellant asserts that the plantation in question was maintained by the Cordillera People's Liberation Army which witness Cayad confirmed likewise." The sentence does not make clear whether the confirmation is the court's finding or part of the appellant's assertion, so the article quotes it.

Source notes

  • August 2019. The Manila Times report is metered; only its first two paragraphs, which give the 52,800 plants and the four sites, could be read.
  • Dates from weekdays. The September 2021 report (Saturday 25 September) dates the Sitio Paras operation "on Thursday", 23 September. The February 2025 report (Monday 10 February) dates the Mount Chalimuno operation "on Sunday"; the April 2026 report (Monday 20 April) dates the boundary operation "on Saturday". The article gives 23 September 2021, February 2025 and 18 April 2026.
  • Mountain Fisak. The informant report gives no date for the operation there.
  • Oplan Herodotus. The report used for the Sitio Paras operation (23 September 2021) does not name Oplan Herodotus (the Manila Times report of it could be read only to its lead), whose week of operations began that day and whose targets included Saclit. The article states both facts without joining them.
  • Not used. The Philippine Daily Inquirer report of the July 2026 operation (seen only as an aggregator summary; the Daily Tribune report of the same operation is used), a Manila Bulletin report of August 2024 on Saclit (not readable) and a Herald Express report on 54,000 plants destroyed in Sadanga (not readable).
