Page scope
Latin American Study Missions Concerning International Narcotics Problems (1986) covers the House Select Committee on Narcotics Abuse and Control's report on its mission of August 1985 to seven South American countries, for its account of marijuana: above all the Colombian chapter on the first year of aerial spraying, and the brief notes on Brazil and Uruguay. Coca and cocaine, which fill most of the report, are summarised only where they bear on the marijuana passages.

Discussion

Sources

  • The report. The scan by the National Criminal Justice Reference Service (NCJ 128470) is of a copy stamped by the Drug Enforcement Administration's library. It shows two printed pages on each image; the page numbers cited are the printed ones. The introduction gives the year of the mission as 1985.
  • Ecuador. The Ecuadorian chapter's marijuana seizure figure is illegible in the scan.

Where the sources disagree

  • The figures for 1984. The chapter's overview (pp. 10–11) and its conclusions (pp. 26–27) give different figures. Overview: limited herbicide testing began in April 1984; 3,400 hectares eradicated by the end of 1984 out of an estimated 10,000 to 13,000; credible estimates of up to 44,000 hectares; about 2,500 hectares sprayed with glyphosate by early August 1985. Conclusions: 44,000 hectares grown in 1984, about 1,500 destroyed by hand; glyphosate testing begun in July 1984; about 3,000 hectares eradicated before the 1984 harvest; only 2,500 hectares in the first seven months of 1985. The conclusions also say that no commitment to eradicate had been received from Colombia, while the overview commends the government's programme.
  • Other counts. For the hectares sprayed in 1984–1987 the General Accounting Office, the National Narcotics Intelligence Consumers Committee and the Colombian police give other figures; they are compared on Herbicide spraying in Colombia.

Open points

  • The results of the two surveys of 1985 (visual and by aerial photography) were not available to the committee; whether they were published is not established.
