Provincial assembly introduced Cannabis Cultivation Regulation and Management Bill 2082 legalizing regulated cannabis farming for medicinal and industrial use. Bill bans unlicensed individual cultivation, requiring farmers to join licensed cooperatives. Traditional wild-harvest growers in Gandaki hills face barriers including licensing fees and minimum land requirements.
