Police tell Phnom Penh market vendors "don't sell too much" marijuana; 1 tonne seized from city markets
Marijuana was openly sold at many Phnom Penh markets for approximately 10,000 riel ($4) per kilogram. A vendor at Toul Tom Poung (Russian) Market reported police warned her to stock only "a few kilograms" for Khmer food-flavoring customers but not sell large quantities. She described Westerners as her best customers — "sometimes they smoke it right away here after they buy it" — while Khmer buyers purchased for culinary use: "Even cooks in restaurants come to buy it to add to their noodle soup." Most marijuana sold in Phnom Penh was domestically grown "in regions alongside the Mekong River." Police anti-drug department chief Heng Poev confirmed seizing approximately one tonne from city markets in the preceding two months, with no vendor arrests. Poev cited UNTAC law providing 5–15 years for smuggling and 1 month to 1 year for users, but acknowledged the law was "unclear on whether possession or growing of marijuana are also offenses."
